Some dog owners have argued that while it's against the law, we do it now with relative impunity. Let's not rock the boat and increase enforcement or fines. But the fact of the matter is that complaints have already been lodged by our neighbors. Plus, there is a segment of the dog-owning population that strongly dislikes breaking the law and dealing with the hassles of children, car traffic, etc. Rather than working against the system, we should be working with it to come up with a solution that addresses everyone's needs.
