The issue of public liability has been resolved at other parks by the posting of signs that warn park users that they are entering an off-leash dog area, that they do so at their own risk, and that dog owners remain liable for their pets' behavior. We think personal liability will remain a strong disincentive for those few owners of problematic dogs who try to allow them off-leash against park regulations. If anybody can be sued, it is the dog owner rather than the property owner. This is borne out by our knowledge of legal precedents.
