Feces can in fact contain germs that can get transferred to dogs who lick or eat (ugh! no civilized dog owner likes this) dog feces. Owners should, as per usual park regulations and common sense, to be responsible for picking up their dog's feces and for having suitable waste containers (e.g., plastic bags) in their possession.

A violation of these requirements should involve a fine. Responsible dog owners hate having poop on their shoes and on their dogs' paws. Really. Think about it.

Owners of leashed dogs in parks should be totally responsible for anything their dogs leave. Owners of off-leash dogs should be in the same situation.

Do we need to say that off-leash dogs tend to poop about the same volume and weight of feces as on-leash dogs do?
